Lead, especially lead-based paint, is common in houses built before 1978. Exposure to lead can have serious health consequences, especially
for young children and immunocompromised individuals. Depending on your county and municipality, a lead inspection may be required prior to renting out your property.
ENVOCARE offers 2 types of lead-based paint inspections:
A lead-safe certificate is good for 2 years and is granted to properties that pass a visual inspection or an inspection that collects dust wipe samples; guidelines for what your municipality requires can be found at the following link: https://www.nj.gov/dca/codes/publications/pdf_lead/doh_lead_data_insp.pdf
A lead-free certificate is good indefinitely and is granted to properties that pass an XRF inspection. This method directly checks to see if there is lead on painted surfaces by shooting radiation with an XRF machine.
The duration varies based on the size of your home and the complexity of the inspection. Typically, it can take up to a few hours.
A New Jersey law takes effect July 2022 which requires properties to have a lead-paint inspection upon turnover. You will need to obtain lead dust wipe samples every three years. Legislation Will Require Regular Inspections for Lead Paint Hazards in Residential Rental Properties and Replacement of Lead Service Lines.

Property Owners: If you own a property and are selling or you own and rent a property that was built prior to 1978, beginning July 2022, you will be required to have a Visual Lead-Paint Inspection upon turnover. You will need to obtain lead dust wipe samples upon turnover of every unit or every three years and obtain a Lead Safe Certification. (Exemptions may apply if the property has been certified to be free of lead-based paint)

Daycare centers, private schools and facilities serving small children should be top priority for lead inspections. Failure to comply with NJ Lead Safe Certification requirements can incur fines of up to $1000 per unit per week.
Governor Murphy signed the following three bills into law:
S1147/A1372 (Ruiz, Cruz-Perez/Holley, Wimberly, Benson, Mukherji) – Requires lead paint inspection on certain residential rental property, including upon tenant turnover; establishes lead-based paint hazard education program; appropriates $3,900,000.
A5343/SS3398 (Schaer, McKnight, Spearman, Karabinchak/Singleton, Gopal, Greenstein) – Requires public community water systems to inventory and replace lead service lines within 10 years; provides for recoupment of costs by investorowned public water systems.
A5407/S3459 (Schaer, Karabinchak, Verrelli/Singleton, Lagana) – Removes restrictions on special assessments and bond issuances for replacement of residential lead service lines; revises budgetary requirements for operators of certain water systems.
